Pro-Growth Agenda

The Pro Growth Agenda envisions a future for Rhode Islanders where the economy is competitive, growing, and vibrant and provides good jobs for all our citizens.

Rhode Island's economic competitiveness is absolutely linked to the economic health of State and local government. To improve the State's fiscal health the Pro Growth Agenda supports the following:

Government Spending

  • Control the costs and enhance efficiencies of key budget drivers:
    • Reduce out-year deficits;
    • Provide municipalities with the tools to control costs and increase productivity, and;
    • Link the growth in public spending to growth in the state’s economy.
       

Efficient Structure and Programs

  • Eliminate waste and duplication by restructuring state and local government:
    • Consolidate and/or network services while providing first-rate government service, focusing on citizens as the customer, with the goal of customer satisfaction;
    • Involve citizens in the delivery of services.
  • Create incentives for innovative, performance-based budgeting and service delivery;
  • Streamline state and municipal regulatory and permitting processes for business, and;
  • Support economic development programs that will create a Best in the Nation business recruitment and retention capability, including site-ready development
  • Raise expectations for universities and colleges to connect research and commercialization, and;
  • Creating a coordinated program to finance infrastructure.


Tax Policy

  • Make Rhode Island’s tax structure more competitive regionally and nationally by reducing business to business sales taxes, establishing competitive estate tax exemption levels and a competitive corporate tax rate.
     

Workforce Development

  • Close the skills-jobs mismatch and create and retain high wage jobs by:
    • Supporting educational initiatives that promote emphasis on performance and teacher accountability for student results, and;
    • Creating comprehensive and customized School-to-Work experience-based programs;
    • Developing innovation skills through community projects and mentored internships;
    • Integrating adult education and skill training;
    • Reforming career and technical education, making applied learning a part of every high school experience, and;
    • Closing the widening educational achievement gap between low income students and their wealthier peers.


Guiding Principles

The guiding principles of a Pro Growth Agenda to reform government are supported by the following:

  • Uncompromising honesty and integrity;
  • A budget and tax structure that is affordable, sustainable, predictable, stable, competitive and fair;
  • Concern for the long-term implications of short-term actions;
  • Services provided in an effective, efficient, and high quality manner that is responsive to citizen demand, and;
  • Growing the economy, not the government
